Is there really government funding for 'treadmills for shrimp'?

I wouldnt be surprised there is such a study. There are all kinds of ecological studies that Congress spends money on to satisfy a big supporter who might own a shrimp farm, for example. You cannot control how Congress spends money. (bridge to nowhere)
